Universal Service:  Reform versus Reality 
From the establishment of reverse auctions to the elimination of the identical support rule, the FCC is considering comprehensive reform of the federal universal service system that could dramatically alter the landscape for incumbent and competing carriers.  FCC legal advisors, state regulators and other industry experts will discuss these reform measures, assess their potential impact on the industry and consumers, and address the challenges associated with transforming the current universal service system.

Rethinking "Neutrality" As an Approach to Reasonable Network Management 
In light of the rising tide of the Internet "exaflood," broadband industry experts and government officials will discuss reasonable network management practices for wireline broadband networks. The panel will cover such topics as: traffic management challenges facing network engineers, which were the focus of the FCC's field hearings at Stanford University and Harvard Law School; marketplace developments, including the growth and deployment of different network architectures for wireline networks capable of delivering the highest-quality HD video programming, high-speed Internet access and a suite of other fully integrated interactive programming services; and recent and future regulatory developments affecting the deployment and management of these networks.
